FISHING GUIDE · CULEBRA, PUERTO RICO
Culebra Fishing Guide
Culebra has small, high-quality flats with big bonefish, along with seasonal tarpon and lots of jacks and barracuda. The island is quiet and the water is very clear. The flats are limited, though, so only a few anglers can fish them on any day.
📍 Island municipality of Culebra, east of Fajardo. The main town is Dewey. Key places include Canal Luis Peña, Cayo Luis Peña, Culebrita and the Flamenco Peninsula. Ferries leave from the Ceiba terminal, about 45 minutes away.

Tips
- Do not fish anywhere inside the Canal Luis Peña Natural Reserve, not even while passing through.
- Take the ferry from Ceiba (about 45 minutes), arrive at least an hour early, and plan for paid parking. There is no public ferry between Culebra and Vieques.
- Stay out of signed areas on the Flamenco Peninsula. If you see something that looks like ordnance, follow the 3Rs: Recognize, Retreat, Report it to police.
- Let the fish find the fly. Stripping too fast spooks bonefish.
- Release all bonefish, tarpon and permit. They are protected by Puerto Rico law.
